New Delhi: While finalizing the 12th Plan Approach Paper in the Planning Commission meeting on Saturday, Prime Minister Manmohan Singh laid thrust on the issue of following a corruption free implementation of development projects.

Under flak from all corners on the issue of rampant corruption, Manmohan Singh led Union Government is all set to reorganize all projects to ensure corruption free implementation of all the projects especially at the district level.

During the meeting, Planning Commission Deputy Chairman Montek Singh Ahluwalia said that a separate chapter on plans’ governance has been kept in the approach Paper. Emphasis has been led for an independent, unbiased and responsible committee for plans governance in the approach paper, Ahluwalia said.
It has been mentioned in the approach paper that people have lost faith in administration due to corruption. To win back the confidence of people, it is vital that Lokpal and Lokayukta work with responsibility and commitment.

The approach paper also recommended for special rights including judicial support for Lokpal and Lokayukta in order to carry out free investigation on any corruption complaint.

According to sources, Rural Development Minister Jairam Ramesh raised the issue of improper implementation of projects at district level which were marred by corruption. His proposal on reorganizing reform projects was accepted in the meeting. 

The Planning Commission aims to include village Panchayats for the governance of projects. It also favours a regulatory body to monitor expenses during the projects’ implementation.
