Raja on November 2, 2007 had written a letter to Prime Minister Manmohan Singh about the cut-off dates of 2G licenses. In his letter he had informed Singh that the cut-off dates have been rescheduled to September 25, 2007 from October 1, 2007.

According to the CBI, Raja amended the cut-off date to provide revenue benefits to few telecom operators.
