There is a great sense of discomfort among the bureaucrats over transfer. In certain cases, the Delhi government has transferred some senior bureaucrats to the comparatively less-important departments and then again sent them to the earlier posts.

It seems that the newly-formed Kejriwal government tried to give ‘strong’ message to its supporters and the common man with the transfers but later realized that the officers were doing well in their earlier departments.

The state government has also transferred some officers on 23rd of January whose retirement was due on January 30, 2014.

The AAP government effected a major bureaucratic reshuffle on its first day in charge in Delhi and replaced Chief Secretary Mohan Spolia with SK Srivastava.

It also transferred Finance Secretary, Power Secretary and CEO of Delhi Jal Board.

AAP government also transferred around 800 Jal Board officials in a bid to improve efficiency and water delivery system in the national capital.
These continuous reshuffles are leading to a great sense of discomfort among the state bureaucracy.
