The story has been penned by S Hussain Zaidi and dialogues have been written by Milap Zaveri who had also written the dialogue of Gupta's last film Shootout At Wadala. It was based on Zaidi's book Dongri to Dubai. These aren’t the only co-incidences. The screenplay of Mumbai Saga is being worked upon by Prashant Pandey, the same person who crafted megastar’s role in Sarkar Raj.

A close source reported that besides Balasaheb, Anil's role also borrows elements from Vasai-Virar strongman Bhai Thakur and NCP chief Sharad Pawar. Sanjay is working closely with Hussain and Milap and is providing valuable inputs to build the character.


"It's too early to talk about the character since the film is still being written. But yes, it is inspired by some real politicians who were instrumental in converting Bombay to Mumbai and changing the city's landscape," Sanjay Gupta quoted by leading daily.
