The CAG report, which was tabled in the Jharkhand Assembly on Tuesday, said in 948 cases more than one birth certificate was issued in the name of the same person having the same name of parents.

And in 764 of these 948 cases, birth certificates were issued with the same date of birth while 184 birth certificates had different dates of birth issued to the same person, the report noted.

Similarly, during analysis of 6,471 cases of issuance of death certificates, it was found in 308 cases more than one death certificate was issued for the same person and in 290 of these cases, the date of death was the same.

In another audit analysis of the database of 88,312 cases provided by the Jharkhand Agency for Promotion of Information Technology, the CAG found 199 of them being issued to the same person with different caste/class (SC/ST/NC/OBC).

The time limit for electronic delivery of certificates through e-District was seven days, but the CAG noticed there were delays in issuing certificates ranging up to 557 days despite the basic objective of the National e-Governance Plan was speedy service delivery.
