Patna: The Bihar State Human Rights Commission on Friday directed the Director General of Police to issue guidelines to district police chiefs to investigate rape cases expeditiously and chargesheet the accused at the earliest.

"The DGP must issue strict guidelines to the district police chiefs to ensure conduct of expeditious probe and chargesheeting of accused persons in rape cases in Bihar so that culprits are brought to justice at the earliest," BHRC member Justice (retd) Rajendra Prasad said while hearing a case of human rights violation by a rape case victim of Belchi village in Nalanda district.

Justice Prasad rapped the police for poor quality of investigation and said that the police and doctors colluded to water down the case. Stating that such cases should be investigated by officers
not below the rank of Deputy Superintendent of Police and should be completed in a month with the chargesheet submitted, he said otherwise people would take to streets and challenge the institutions as was the case in Delhi recently.
