Patna: Bihar witnessed a major turnaround with improvement in law and order situation which is facilitating all round development of the state, Governor Devanand Konwar said.

"Due to positive efforts of the state government Bihar has witnessed all round growth....the government is committed to bring the state among the front row of developed ones," Konwar said after taking salute from marching contingent on 64th Republic Day.

Chief Minister Nitish Kumar, his deputy Sushil Kumar Modi and a host of state ministers and high civil and police officials were present at the celebration in Gandhi Maidan.

The Bihar Governor said that the state government has established rule of law and wedged a war against corruption.

In a bid to end corruption, "Special Court Act" with provision for confiscation of properties of officials who have amassed wealth disproportionate to ones known sources of income, Konwar said.

New Cyber police station and economic crime units have been set up.

With an objective to rehabilitate hardened prisoners and ring them into the mainstream, the Bihar government has started a concept of 'open jail' at Buxar where inmates, including some facing death sentence, are kept with freedom to roam around and surmoutable four-feet boundary wall, he said.

In the state assembly, Speaker Uday Narayan Chaudhary and Chairman, State Legislative Council Awdesh Narayan Singh hoisted the tricolour.
