All the three mayors of Municipal Corporations, Leaders of the Houses, chairpersons of the Standing Committees and councillors participated in the workshop, which was divided into five sessions on the first day. BJP leaders Nitin Gadkari, Ram Lal, Prabhat Jha and Dharam Rajan addressed the sessions.
    
Gadkari told the councillors that they are the "first elected soldiers of the party" and described that their work directly impacts the people as benefits of many important Central Government schemes reach the people through them.
    
In his inaugural address, BJP's Delhi in-charge Prabhat Jha said councillors are the first step of democratic system and asked them to fulfill expectations of the people.
    
Councillor Subhash Arya explained about the rights and duties of the councillors under the Municipal Acts and suggested solutions to various problems.
