Kotdwar (Pauri Garhwal): Government Inter College situated in the dingy lanes of Dugdda block serves the perfect example belying the adage ‘Every cloud has a silver lining.’ Although the institute has been upgraded on three occasions in a period of 30 years, it still needs a Principal, Science Laboratory, required staff, conducive educational environment and basic infrastructure. Set up in the British era, the Government Inter College (GIC), Dudi Mandayi is struggling for its survival.

The abysmal condition of the college can be gauged from the fact that even though it has been upgraded three times in 30 years before it was awarded the status of an inter college. The school continues to function in small premises of four classrooms constructed in 1976. The inter college neither has a science laboratory to perform experiments nor adequate teachers to give lessons as several posts of lecturers are lying vacant.

Started with two rooms as a primary school in Bijnore, the GIC has hardly witnessed any concrete development since its inception in 1883. It was upgraded to Junior High school in 1976 and two additional rooms were constructed in the building increasing the number of classrooms to four. It was upgraded to High School in 1989 and got the status of Inter College in 2006. However, the basic infrastructure remained the same.

Functioning in four classrooms, the school does not have a Principal nor does it have any teacher for subjects like Hindi, Maths, Chemistry, Political Science, Economics, Sociology and English. All these posts have been vacant since the up-gradation. Making the situation even worse is the fact there is no laboratory for students of higher grades.

Even though land was identified for providing the infrastructure facilities to the school, but education department failed to construct any building. After continuous demand from the villagers, the construction of physics lab has recently begun.

Lambasting the education department for pathetic condition of the GIC, PTA president of Rainka Dudi Mandayi, Madanmohan Kala said, “There are no classrooms for students, the college neither has any principal to manage the school nor the teachers to give lessons. The teachers present in the school work according to their convenience. In such circumstances, the fate of the students is heading towards darkness.”

Defending the department, Block Education Officer Dugda, Ram Singh said, “Under Rashtriya Madhyamik Shiksha Abhiyan (RMSA) the building for high school is being constructed. Rainka Dudi Mandai will be included in the second phase of the campaign. The district administration has been apprised of the shortage of teachers and absence of principal in the inter college.”
