According to sources, several ministries like coal and petroleum are drafting two different policies. In order to derive more knowledge about political parties’ views on important issues, they are taking help of the manifestos.

In fact, several important issues remain pending in both the Petroleum and Oil Ministry and they are awaiting the formation of new government to get these cleared.

BJP and Congress have different opinions on several issues pending with those ministries. The saffron party has already said that it would consider a re-discussion on the issue of increase in gas price if they return to power at the Centre. In the same way, Congress and BJP have different takes when it comes to the issue of decreasing petroleum subsidy.

In the last two years, whenever Congress decided to reduce the subsidy on cooking gas and diesel, BJP has opposed the move.

Taking these points into consideration, Petroleum Ministry mandarins believe that if the BJP-led NDA government comes to power at Centre, several changes will have to be brought in the policies.

A similar situation exists in the Coal Ministry as well. It needs to be mentioned here that the department has been under the lens of investigative agencies over several scams during the tenure of UPA government and the issue of coal block allocation has been one of the major political issues of BJP.

In this context, an attempt was made by the UPA government during the fag-end of its tenure.

The BJP has already demanded a new series of discussion over the issue of allocation of natural resources. Though the Congress spoke of implementing Chawla Committee report, the saffron party raised objections even against it.

The Coal Ministry officials are of the opinion that whoever would form the new government, framing new rules for allocation of coal block is going to be a major issue.

It’s mainly due to this very reason, they are preparing separate agendas for Congress and BJP.
