Singh was first elected to the Lok Sabha from Sadhna constituency in 1962.

Singh, born in a remote village in Punjab’s Jalandhar, is involved with the Congress party when Pandit Jawaharlal Nehru was Prime Minister.

Besides Ministry of Home Affairs, other portfolios that he held include Ministry of Railways, Ministry of Commerce, Parliamentary Affairs, Sports, Shipping, Agriculture, Communications and Housing.

He was Governor of Bihar from 2004 to 2006.

He also served as the Chairman of National Commission for Scheduled Castes from 2007-2010.
