New Delhi: After the Parliament witnessed huge pandemonium over the 1.8 lakh crore coal scam, the revelation of CAG’s draft report on Wednesday over Delhi airport scam created furor in political corridor.

As per the draft report, Union Aviation Ministry and Airport Authority allotted lands worth billions of rupees to the Delhi International Airports Limited at throwaway prices.

The government exchequer incurred a whopping loss of Rs 24, 000 crore due to manipulation in the original agreement. This led undue benefit worth Rs 1, 63, 557 to the DIAL.

The CAG report says that DIAL was allotted 4799 acres of land on Rs 100 annual lease rent for 60 years. Even for commercial use, 190 acre lands were allowed to DIAL at throwaway price of mere Rs 31 lakh.

They were allowed to levy airport development fee from Delhi airport. This CAG report is yet to be introduced in the Parliament. It says that for the additional land of 190 acres, a one-time fee of Rs 6.19 crore was levied on DIAL, while in the original contract, out of entire lands of 4799 acre, only 240 acre or 5 percent was considered as commercial use.

In the licence agreement, the DIAL itself fixed Rs 681.63 crore an acre as licence fee over the 58-year period. The DIAL had to pay for Rs 1,63, 557 crore for 240 acre.

As per the Merrill Lynch report, the amount of DIAL’s commercial land value comes to Rs 24, 000 crore at the rate of Rs 100 crore an acre. Similarly, the DIAL got a newly built airport for 60 years on the contribution of an equity of Rs 2450 crore. It also got commercial land rights worth Rs 24000 crore.

The newly unearthed scam sparked off anger within the Nationalist Congress Party as the malpractice was indulged during the tenure of Praful Patel as the Civil Aviation Minister. On the condition of anonymity, senior office bearer in the party’s youth wing sought the resignation of erstwhile Aviation Minister Praful Patel.
