Muzaffarnagar, Jan 13(Agencies): A special CBI court on Thursday took a serious note of agency's failure to prosecute the accused in a 17-year-old case of police firing on unarmed  Uttarakhand activists.

Special Magistrate P N Pandey issued letter to the Central Bureau of Investigation (CBI) Director Amar Pratap Singh complaining that the CBI failed to produce permission
papers from state government to prosecute the accused  police officials.

Eight police officials including three personnel who were then Station House Officers are facing charges of fabricating police records after implicating fake cases against Uttarakhand activists.

The activists, part of the agitation for separate state of Uttarakhand, were going to Delhi to stage a protest at Raj Ghat on Gandhi Jayanti when police allegedly fired at them in
Muzaffarnagar on the night of October 1,1994.
