New Delhi: The Union government itself had given a virtual free hand to besmirched Commonwealth Games 2010 Organising Committee's former Chairman Suresh Kalmadi by downsizing the entire monitoring system for the international sports event.

According to reports, a core monitoring committee was dissolved in the initial days itself and eight other panels, including finance committees were annulled before the Games.

It occurred as if the GoM constituted by the Centre was made to approve all projects recommended by Kalmadi. This group took three important decisions in 48 meetings from 2004 to 2010.

The decisions include appointment of foreign consultant, PPP model for constructing Games Village and requirement of services of Indians during opening and closing ceremony of the Games. The GoM was directly responsible to the Prime Minister.

Now, the Comptroller and Auditor General's report questions that despite having a huge monitoring shield of Union Ministers, Secretaries and Finance Ministry on Kalmadi, who approved for the entire financial mess?

It also questions government representatives who never inquired the decisions taken by Kalmadi.

However, it is a well-known fact that the political influence of late Sunil Dutt was abridged and Mani Shankar Aiyar was asked to step down as the two former Sports Ministers had raised their voice against financial irregularities during the CWG preparations.

Not only this, the first committee headed by Sunil Dutt, constituted after bagging the rights to host the sporting extravaganza was dissolved in April 2007 as it had some conflicts with Kalmadi.

The Union government had also terminated the committees before the Games that were constituted for monitoring of finances.

Among other bizarre decisions, the coordinating team under Sports Ministry, review committees under Team Kalmadi and eight other panels were also dissolved.
