The draft bill has already been put on the Ministry's website for inviting comments and suggestions from all the stakeholders as well as general public.

It seeks to provide a framework for safer, faster, cost-effective and inclusive movement of passengers and freight in the country with a view to enabling Prime Minister Narendra Modi's "Make in India" mission.

It has proposed a Motor Vehicle Regulation & Road Safety Authority of India for vehicle regulation and road safety, a legally empowered and fully functional agency accountable to Parliament with provisions for innovative financing mechanism for funding safety programmes.

Other important provisions of the draft bill include unified driving licensing system, simplified application and issuance procedures for driving licenses, technology adoption for diver testing facilities and unified biometric system to avoid duplication, said a Ministry release.
