While it was a clear morning, cloudy sky and light rain is expected later in a day, India Meteorological Department (IMD) said.
"The sky will be clear in morning, to become partly cloudy later. Light rain is expected in some area," an official said.
The maximum temperature during the day is expected to be around 18 degrees Celsius. Humidity at 8.30 am was 100 percent.
According to Northern Railways, at least 13 trains were running late due to the fog.
Sunday's maximum temperature was 19.5 degrees Celsius, a notch below average.
The minimum temperature dipped three notches below average at 4.4 degrees Celsius.
Delhi recorded the lowest minimum temperature in a decade for the month of December on Monday morning.
Monday's minimum was five degrees below normal. The minimum temperature on Sunday was recorded at 4.5 degrees Celsius.
A thick blanket of fog accompanied by icy winds left people in the city shivering in the early hours.
The maximum temperature in the last 24 hours was recorded at 19.5 degree Celsius, which is a degree below normal.
"Today's minimum of 2.4 is the lowest in a decade in the month of December," an official at the Met office said.
The Weatherman has predicted similar weather conditions for Tuesday with morning fog giving way to a clear sky later in the day. The temperature is likely to be between three and 18 degree Celsius.
