New Delhi: Manish Tewari and Shashi Tharoor's entry into the Council of Ministers could be government's gain, but loss for Congress in the JPC on 2G scam.
    
Tewari led the Congress charge in JPC chaired by senior party leader P C Chacko during acrimonious exchanges with the BJP which has been insisting on calling Prime Minister Manmohan Singh and Finance Minister P Chidambaram as witnesses.
    
Tewari had recently demanded calling corporates as witnesses before the Committee saying that besides the version of government officials and investigating agencies, it was necessary to call the telecom operators.
    
Tharoor and Tewari had been countering BJP and Left members when the committee quizzed key witnesses.
    
Recently, Tharoor and Gurudas Dasgupta (CPI) had entered into a verbal duel when the panel was questioning Secretary, Planning Sandhushree Khullar over issuance of of a 'non-paper' on 2G spectrum allocation. It had led to a walk out by Dasgupta.
