New Delhi: Adding to the woes of the people in the national capital, who are already bearing the brunt of price rise, the Municipal Corporation of Delhi (MCD) has introduced a slew of new taxes, including congestion tax, sanitation charge and increased parking and property taxes.

Presenting the budget for 2012-13 here on Wednesday, MCD commissioner KS Mehra announced three-hundred fold increase in the parking rates, 3-5 percent hike in property tax and increase in several other tax rates including congestion tax, street tax and sanitation charges this fiscal.

The hike in tax rates will bring a total turnover of Rs 520 crore to the MCD coffers in the next fiscal.

When asked about the increase in tax rates amid day-by-day mounting inflation, Mehra said “Those who are using these facilities are competent enough to bear the hikes. Moreover, it will help the civic body to maximize its revenue and help people with better facilities.”

However, with civic elections ahead, the proposals are unlikely to be passed by MCD's political body.

The one-time street tax will be levied during the purchase of new vehicles. As per the proposed budget, the current street tax will see a three-fold increase in next fiscal year.

Even if the MCD’s political body is going on elections next year in March, several new taxes like sanitation and congestion taxes have been introduced by the Corporation.

As per the reports, out of the 30 lakh property owners, only 20 lakh owners are presently paying property tax properly despite such rigorous exercises. In such a condition the civic body has proposed 3-5-percent in property taxes this time. It is expected that this will generate revenue to the tune of Rs 100 crore.

Mehra said, “So far only Rs 1, 500 crore revenue has been generated in this financial year. The proposed property tax is expected to contribute extra Rs 370 crore revenue.”

He further said a congestion tax will be levied on all vehicles entering three MCD zones - City, Karol Bagh and Sadar Paharganj. Entry charges would range from Rs 50 to Rs 200 per day for areas such as Old Delhi, Pusa Road, Sadar Bazaar, Chandni Chowk, Karol Bagh, Paharganj and others.
