"A proposal for starting an 'open prison' at Tihar complex and the rules governing it have been approved by Delhi's Lt Governor (Najeeb Jung)," Director General (Tihar) Vimlaa Mehra said.

The work is underway and the "open prison" will be opened within a month.

In an "open prison", prisoners are trusted to serve their sentences with minimal supervision and perimeter security without being locked up in prison cells.

The semi-open jail was inaugurated in the prison premises on June 11, 2013.

Prisoners with history of good conduct, who are physically and mentally fit and are willing to do hard work could be transferred to semi-open prison, Mehra said.
