New Delhi: The reasons behind the lackadaisical approach of  Union Minister of State for Railways Mukul Roy in the Delhi-bound Kalka mail mishap near Malwa station have slowly but surely started to emerge. In the proposed Cabinet reshuffle, Roy is unlikely to be elevated as Union Railways Minister, whereas his Trinamool Congress (TMC) colleague Dinesh Trivedi has emerged the frontrunner for the post.

Roy may be shifted to Ministry of Shipping or called back by TMC chief Mamata Banerjee to West Bengal to assist her in the state. Observers believe that the proposed move may have been triggered by his callous remarks of Roy for the Kalka mail accident.

The move of Prime Minister Manmohan Singh to send Minister of State for Railways KH Muniyappa to visit Malwa to take an account of the train mishap has even further annoyed Roy. The anger of Roy was clearly visible as he told a TV channel, “I am over 1,000km from the spot of mishap, if there is a necessity, I will visit the site. I am the Minister of State not the Railways Minister. I will go to the spot if the PM tells me to do so.”

However, it did not take long for Roy to roll back his statement. A bomb explosion derailed the Guwahati-Puri express in Nalbari district, about 70km from the main city of Guwahati on Sunday evening. In an audacious act, Roy ignored the PM’s instruction to visit the site. Without even caring to go the site, the MoS sought the report from General Manager.

It is believed that the conflicts in the Railway Ministry have led to the increase in the train mishaps in the recent times. After Mamata Banerjee vacated the portfolio to assume the charge of West Bengal Chief Minister, Roy was accommodated as Minister of State for Railways in the UPA government to maintain healthy relations between the Congress and the TMC.

However, the move of UPA government to name Roy as MoS had annoyed Muniyappa. Even though Muniyappa had been MoS in Railway Ministry for a long, the UPA after Banerjee’s resignation also included Roy in the same ministry. According to sources, Muniyappa met the PM and expressed his displeasure over the issue.

Not only this, Roy had even failed to leave a good impression in the inspection done by the PM himself. Following which, the PM had asked Banerjee to recommend another name for the Railway Ministry. As a result, the TMC chief has forwarded the name of Union Minister of State for Health Dinesh Trivedi.
