On Monday, the agency said Liberia and Guinea had met an interim goal of isolating 70 percent of patients, although Sierra Leone had not.

But a report on Tuesday said WHO could draw no conclusions on what percentage of patients are isolated from its data.

It could only say there are enough beds in each country to handle the reported cases although often not in the places they're needed. It said it is also difficult to determine what proportion of burials are safe.

The report said Ebola has infected 17,145 people, killing 6,070.
