Elaborate security arrangements have been made with police teams led by magistrates deployed at various points in the town, Sub-Divisional Officer (SDO) Rajkumar said.
The roads, including the highways, have been barricaded at several points to prevent movement of suspected protesters towards the venue of Kumar's public meeting, the SDO said.

S Gulam Hussain and Ramcharitra Yadav (Congress), Kamal Kishore Yadav (RJD), Islamuddin (CPI-ML Liberation) and Ex-Councillor Pawan Kumar Rai were among the 39 persons who have been booked under section 107( abetment) of the Indian Penal Code, he said.

The action was taken as a precautionary measure to prevent public protest or related trouble during the Chief Minister's 'Adhikar yatra' in the district on Saturday, he said.

Kumar will address a public meeting at the Zila school ground in Purnia on Saturday during the second phase of his 'Adhikar Yatra' to 32 districts to mobilize support for the special category status demand for Bihar.

The Chief Minister's 'Adhikar yatra' has been marred by public protests and violence in several districts prompting the state police and district administration to re-draw security arrangements for Kumar during the second phase of his tour this month.
