Cabinet Secretariat issued fresh directives to the bureaucrats asking them not to send important files to outgoing ministers for their prior approvals. The personal staff of the ministers is being asked to provide details of amounts spent by them. They have also been asked to return the documents and other urgent stuffs.

Besides, the renovation work outside Krishi Bhawan is going in full swing and high focus lamps have also been installed so that the work does not come to a halt even during night. At the same time, work at the Krishi Bhawan, which houses five key ministries, came to a halt.

An indirect restriction has also been imposed on acting on policy-based decision till the formation of new government. No minister apart from Rural Development Minister Jairam Ramesh is working these days.

The work of disposing files has been left to the new government and in all the places, the important documents are being taken out from ministries.

There is a pall in Planning Commission which will get revamped once the new Prime Minister assumes charge. In such a situation, Planning Commission members are facing the ‘changed stance’ of bureaucrats.  

Even before a new Railway Minister takes charge, the Rail Bhawan is being properly decorated and re-arranged. The pace of work, which slowed down after the elections, has now come to a pause.

A top bureaucrat at Shashtri Bhawan said that files were being called back right after notification of general elections. Only important files were sent to the ministers for their approvals.

The Press Information Bureau (PIB) officers have also been asked to prepare mote for their respective ministries so that a new data and list can be presented and placed before the new ministers.

The situation has also become quite animated all of a sudden at the Udyog Bhawan as well as at the Nirman Bhawan. A major section of top bureaucrats started lobbying hard to make their rapport with the personal staff of the new ministers.

On the other hand, the renovation work has taken a pause at Parivahan Bhawan, Patel Bhawan and CGO Complex.

Meanwhile, the North and South Block mandarins are keeping tab on the political development. Usually the ministries like defence, finance, home and external affairs are considered as the key portfolios where important files have put on hold.
