Patna: Apart from carrying out their routine work, the clerical-level staff in Bihar these days is busy accounting the details of the expense incurred during the first Five Year Plan which started in 1951.

The Finance Department has issued a circular to the district headquarters to provide details of the expense incurred under different schemes and the unused funds which were transferred to other schemes or departments.

The irony is that the accounting of such transaction has not been completed even after six decades of its implementation and several clerks who must be in-charge during the First Five Year Plan have already retired. Some might even have left his world.
The Finance Department in its circular has also sought other details including when were the schemes closed and to which department the unused funds were transferred?

Actually the funds which were left unused are being adjusted as carry forward amount. The Finance department is worried that the funds were diverted but the voucher adjustments in lieu of it was not completed.

The circular has left the present generation of clerks in the lurch as most of them have not even heard of some the development schemes which were implemented six decades ago. Clerks who are even on the verge of retirement fail to throw light on the components of schemes ‘Kathin Shram Yojna’, AFW, NREP and RLEGP.
