Foggy conditions at the Palam observatory till 8.30 AM this morning reduced visibility to zero while Safdarjung observatory recorded visibility at 150 metres.
    
Predicting party cloudy skies, the weatherman said that maximum temperature may rise to 17 degrees Celsius on Wednesday.
    
"The skies will remain partly cloudy today and maximum temperature is expected to settle at 17 degrees Celsius," an official of the department said.
    
The official also said that humidity level recorded till 8.30 AM was 97 percent. Dense fog has severely affected most of the North-bound trains, including Rajdhani Express coming from Ranchi, Bhubaneswar, Guwahati and Kolkata.
    
According to Northern Railway official, foggy conditions have affected about the movement of 70 trains, include Seemanchal Express, Mahananda Express, Purushottam Express besides Rajdhani.
    
On Tuesday, the minimum temperature was recorded two notches below the season's average at 6 degrees Celsius.
