Patna: Expressing concern over the pending bills with the governors of the BJP-ruled states, senior BJP leader Arun Jaitley in the Rajya Sabha said the constitutional head had no power to hold the bill.

Without naming Bihar Governor, Jaitley said, “If the bill is returned for the first time, and again it is sent to the Governor, giving consent is obligatory.”

Worried about the new trend of withholding the bills, Jaitley said the judiciary can intervene into the matter.

Putting the Centre under dock he said, “It is unfortunate that the recommendations of Council of Ministers are pending in Raj Bhavans.”

Meanwhile, former Secretary General Lok Sabha GC Malhotra said the Governor had no power to withhold any bill.

Lok Sabha Speaker Meira Kumar said, “The legislators should take full advantage of the question hour to raise the issues and problems of their constituencies for redressal the public grievances and also take part in the debate on the legislative business for framing of various laws and policies for the development of the state and welfare of the people.”

Bihar Chief Minister Nitish Kumar said there is no hitch in the Parliamentary democracy.

Explaining the importance of the orientation programme, Nitish said, “The public representatives should perform their duties in a rightful manner. The parliamentary proceedings should be fruitful.”
