Vardhan has reportedly planned to revive the central council of health (CCH), a body that comprises health ministers of all states in the country as well as experts. This step has been taken to take the discussion forward on firming up the model to implement the programme.

According to sources, the formal launch of the free drug programme would be preceded by working out all logistical details with respect to procurement and distribution in consultation with the state governments.

The National Health Mission’ (NHM) two sub-mission, the National Rural Health Mission (NRHM) and National Urban Health Mission (NUHM), will be the vehicles for implementation of this programme.  

The plan was formally cleared by former prime minister Manmohan Singh but did not implement due to apparent lack of resources.
