Speaking after unfurling the National Flag on the occasion of Independence Day in Panipat, Hooda outlined his roadmap for the future.
    
He also took salute from the armed police, home guards, NCC, girl guides and the contingent of the State police.
    
Hooda announced a six-month remission in prison terms for such prisoners who had shown good conduct.
    
He also said that Panipat sugar mill would be shifted to Dahar village.
    
Assembly elections in the state are due before October 24 and Hooda is not missing any opportunity to announce soaps for various sections of the society.
    
Detailing the roadmap, Hooda said that Haryana of his vision would also have rich infrastructure, including state-wide network of four-laned roads, tech-driven agriculture, shelters for the poor, and a slew of new schemes for social welfare.
    
"I take pride in saying that we have achieved success in consonance with this roadmap. Today, Haryana is a front runner in any field, may it be the agriculture, power sector, irrigation, social welfare, sports, per capita investment or per capita income", he said.
    
Hooda said that with a view to promoting higher education, the government aims at opening at least one government university in each district.
    
As many as 500 skill development centers will be opened in the state to make the youth employable, he said.
    
The government also plans to set up a 200-bed hospital in each district and provide specialized services, he said.
    
More than one lakh hectares would be brought under underground pipelines to ensure optimum utilization of water and increase production of fruits and vegetables, he said.
    
Poly houses and horticulture will be promoted, he said, adding that Israeli technology would be adopted on a large scale in the agriculture sector.
    
Centers on the pattern of Centre of Excellence for Vegetables at Gharaunda and that for fruits at Mangiana would be set up in other parts of the state, he said.
