Chandigarh: The Haryana Labour Department has issued summons to Gurgaon-based medical device maker Eastern Medikit alleging that the company has breached a settlement agreement with workers.

The action of the department comes at time when questions have been raised over industrial relations in the Gurgaon-Manesar belt following violence at Maruti Suzuki's Manesar plant on July 18 in which one senior company executive was killed and 100 others injured.

According to the department, Eastern Medikit management had entered into an agreement with workers on wage settlement in July 2009.

Challans have been filed against company officials in the court of Chief Judicial Magistrate, Gurgaon, for violations under different Acts, Additional Labour Commissioner (ALC) Naresh Narwal said in a release.

Taking cognizance of problem between labour and management of Eastern Medikit, summonses have been sent for appearance to occupier and factory manager for reconciliation at Deputy Labour Commissioner office for August 2.

The company could not be reached for comments.    Narwal said management and labour union had agreed on a wage settlement on July 29, 2009.

But the management allegedly did not honour the settlement and a complaint was received on May 21, 2012, from the labour union.

He said that even the salary for the month of April was not disbursed up to May 17, 2012.

The labour department then intervened and salary was got distributed on May 18 but the factory remained closed after this date.

Taking cognizance of the management attitude, he had (ALC) constituted a committee consisting Deputy Director, Assistant Director (AD), Deputy Labour Commissioner , Labour Officer (LO) to visit the factory and give a fact finding report.

The committee informed that 1,134 workers were sitting idle and none from the management was available and all their efforts to call management people failed.

According to Narwal, show cause notice was issued to the factory and reply from the factory was found unsatisfactory.

The case of prohibition of lockout and reference to the Labour court was immediately sent to Labour Commissioner, Haryana Chandigarh, he said.

Eastern Medikit company, having five units at Udyog Vihar Gurgaon, started producing medical and surgical items in the year 1991.
