The Himachal Pradesh University (Amendment) Bill, 2014 was passed by voice vote.
Opposition BJP opposed the bill, saying it would erode the autonomy of the university. The party's demand to refer the bill to the select committee was also rejected.
The House approved amendments providing for making consultation with the Finance Committee mandatory in all financial and services matters of the university employees before placing it before the Executive Council (EC). And in case of any difference of opinion, the Chancellor shall take the final decision.
Earlier, it was not mandatory for the Chancellor to consult the government before taking final decision on such matters.
Participating in the debate, BJP MLA Suresh Bhardwaj said he opposed the amendment as it would erode the autonomy of the

If all matters like creation of posts, appointment and promotion are to be taken by the government, then why not scrap all executive bodies and other authorities of the university, he said.
Bhardwaj demanded that the bill be referred to select committee and recommendation of the committee be considered before it was passed in the House.
"I agree that all is not well in HPU and Chief Minister too must be pained at it and some remedial steps are needed to be taken but that did not mean eroding the autonomy," Bhardwaj said.
The Chief Minister, however, said the government had no intention to interfere in the functioning of the university and added that it would not interfere in the academic matters of HPU.
Intervening in the debate, Leader of Opposition Prem Kumar Dhumal alleged that Congress in its previous term had inserted 35 (A) to take control of the functioning of HPU and the new amendment bill was another such attempt.
The opposition members also opposed another amendment which empowers the Secretary (Finance) and Secretary (Education), who are members of the Executive Council, to send their representatives in the meetings of the highest decision making body.
