Shimla: In the age of communication revolution, the Department of Education of Himachal Pradesh is too slow in providing information.

The laid back attitude of departmental official in maintaining official records can be gauged by the fact that when information was sought regarding the computer education, the department not just made excuses for giving the information but also referred the same to the Public Information Officer.

Dainik Jagran had asked for details of computer education from the Directorate of Higher Education and Directorate of Elementary Education. In this regard, an RTI application was submitted in the office of Public Information Officer of the Directorate of Higher Education on May 2, but was considered to be received only on May 3.

In the application, information for the computer education of the Directorate of Elementary Education was sought in four parts. In first part, computer education of the Directorate of Elementary Education, its beginning and the information of the schools were sought. To this the department replied that the in 2001 IT education in public schools with the collaboration of the private sector was introduced on the basis of self-finance. 

By giving vague answers, it was said that IT education was started with the help of public sector and private sector through self-finance. Neither was the information about the private companies and nor the other relevant details were given.

On the queries on computer education, the Directorate shifted the ball in the court of Public Relations Officer for Sarva-Siksha Abhiyaan. However, it was expected that the Directorate should be aware of the format of the computer education in schools.

Principal Education Secretary Shrikant Baldi is of the view that if the applicant is not satisfied with the knowledge, then it can be appealed again. Further application can be written for detailed information.

Education Minister ID Dhiman said, “The department has been instructed to give the information along with facts. If the data is not received completely, then the applicant authority can be requested for the information.”
