Shimla: Himachal Pradesh Cabinet on Tuesday approved a support scheme for rape victims that would entail both monetary aid and services related to their welfare.

The 'Financial Assistance and Support Service Scheme' to rape victims seeks to ensure they get support services like shelter, counseling, medical aid, legal assistance, education and vocational training, besides monetary help.

An affected woman will be entitled to financial assistance and restorative support/services upto a maximum of Rs 75,000 and these made available in regard to cases where the FIR is registered on or after the date from which the scheme comes into effect.

It was also decided to give five percent additional pension allowance to retired employees.

Among other things, the Cabinet approved the constitution of the Himachal Pradesh Information Technology Education Society to regulate the service conditions of IT teachers,
engaged under outsourced arrangements in various state schools.

A nod was given to filling up of 154 posts of Forest Guards and proposal to grant one increment to all employees of Subordinate Courts at the initial rate of their existing pay
scales admissible to the respective post with immediate effect, benefiting 1,550 employees.

The Cabinet further approved revision of pay structures of Junior Engineers under Assured Career Progression Scheme on the pattern of Punjab prospectively from October 1, 2012.

VAT on Transformers was reduced from 13.75 percent to 5 percent under Schedule 'A' of Himachal Pradesh Value Added Tax Act, 2005, to encourage supplies through local dealers.

Amendment to the Himachal Pradesh Minor Minerals (Concession) Revised Rules, 1971, was also approved and incorporate provision of declaring the offence punishable with imprisonment of either description for a term of upto 2 years or with fine of upto Rs 25,000 to check illegal mining.
