Rourkela, Jan 07 (Agencies): Orissa's State Human Rights Commission has served notice to the Rourkela Superintendent of Police for alleged ‘third degree assault’ to a man at a police station.

Bipin Bihari Nayak, a driver in a local transport company, had filed a complaint before the rights commission alleging mental and physical assault in the police lock-up on December 24 last year.

Bipin alleged that the inspector-in-charge of Chandiposh police station had beaten him in lock-up and also threatened him to kill him in a fake encounter when he went to register an FIR about a road accident in which his jeep was damaged.

Later, he was admitted to a hospital with injuries.
