"Time has come when international community should declare it as a terrorist state as Pakistan is using terrorism as an instrument of international diplomacy", Singh told reporters here today.

Singh, who visited Government Medical College (GMC) hospital in Jammu to met injured people in Pakitani firing, said "I condemn Pakistani firing as they have restarted firing and shelling and killing civilians along the borderline, because they have been exposed on the international front for supporting terrorism".

Singh assured the injured full support from the state government amid grant of exgratia compensation to injured people at GMC hospital. "These are acts of desperation. Pakistan has been exposed on the International front politically as it could not face the world due to terror attacks, infiltrations and ceasefire violations", he added.

Deputy Chief Minister cited "World should not accept this (sponsoring and aiding terrorism). India cannot tolerate it. The way, they are resorting to the mortar shelling and killing three people and 15 others injured, four are serious, cannot be tolerated".
