Shimla: In a startling revelation it has been found that the letters of recommendations and guidelines (DO note) made by the Himachal Pradesh Chief Minister have gone missing. 

Among the missing letters maximum were those which were sent to the Department of Education in regard of transfers. The incident came to light only when some people inquired about the missing notes in the secretariat. After investigations it was found that the note had never reached the concerned department. 

Significantly, restrictions have been imposed on the transfers in the state. As a result all transfers now require the CM’s nod. But surprisingly the files of the transfers recommended by the CM have failed to reach the concerned departments.

Same is the case with the pleas submitted by the general public. Inspite of the approval of the CM, appeals are not forwarded.

One such applicant is of the view that, “Either the government is shying away from its responsibility or there is someone who is trying to act as an obstacle.”

Education Director Rajiv said, “We cannot pass all the files that come from the CM directly. It takes months together.”
