New Delhi (JPN\Bureau):The post of Lokayukta was commissioned in Delhi a decade ago. Manmohan Sarin, former chief justice of Delhi and J-K high court, has been manning this post for the last two years. Cases filed against more leaders than public during this period. Illegal constructions, misappropriation of funds, manhandling with government officials and many more have been issues against which cases filed the governor approved to take action against them. Going by the functioning of Lokayukta, it requires more teeth. Jagran correspondent talked to Manmohan Sarin on all these issues.

Q. Corruption has become a burning issue. What’s your take?

Every citizen has right that he should raise voice against corruption and misadministration and this is happening. Lokayukta is a strong platform through which action could be taken on complaints lodged with any agency. It enables to register complaint against anyone fearlessly. Lokayukta keeps vigil on the activities of administration and MLAs/ MPs.

Q. what actions were taken against the illegal constructions found in the houses of 60 elected people of Delhi?

Yes, those MLAs and councilor against whom complaints lodged had to appear during the proceedings. They put their points and MCD also provided status report. Everyone accepted that rules have been flouted. They were told not to do such a work which could bring public disgrace.

Q. Do you get enquiry done into the complaints on your own level?

No, but it should be, according to my opinion. During the hearing on the issues come under Lokayukta, proceeding moves on the basis of reports and information given by other departments. It will be better if Lokayukta Act gets provision to make enquiry own its own.

Q. After hearing on an issue you take approval of Governor for further proceeding, why not for punishment?   

This power is not included in the act. However there should be a provision of giving direct punishment to guilty in order to make Lokayukta effective. It could be possible if the proposal is passed in the assembly, but the state government does not show its keenness.

Q. What more provisions should be given to Lokayukta to make it more effective and powerful?

Lokayukata needs to be strengthened to deliver effectively and it is only possible when Lokayukata is let function independently. The better result will come out when it is administratively and financially independent.

Q. Are you satisfied with works delivered in your span of two years?

I succeeded to make people cautious. My purpose is to make Lokayukta court sotronger in line with Karnataka and Madhya Pradesh.

Q. Which most important issue came to you for the last one year?

It is good effort to take action against 60 leaders in connection with illegal constructions. I took action against issue of employing dozens of relatives in MCD by former councillor Pravin Maisi. I shot off letter to the governor seeking his approval for actions against MLA who manhandled engineer of Jal Board regarding water tanker. The proceeding on government promise of providing flats to the poor is in the last phase.
