Pune: Pune’s lone international cricket stadium at Gahunje village in Maval Taluka, which is set to host eight IPL matches this year, only has a partial completion certificate.

Officials at the district town planning department, which has powers to sanction completion certificates claimed that a partial one was granted for the match area and circular gallery for spectators.

Other infrastructure including the terrace surrounding the arena — where ticket rates are the highest — lack authorization. The ground, which was earlier known as Subrata Roy Sahara Stadium was inaugurated last year and the entertainment duty (ED) department had boasted to have collected Rs 2 crore as revenue from five matches, which were organized at the stadium in the month of April last year.

Representatives of the ED department had previously claimed that it was for the first time that the state government had earned such a huge amount of money as entertainment duty from the city.

Earlier, when Mid Day contacted Maharashtra Cricket Association (MCA) president Ajay Shirke he said that the stadium at Gahunje possesses all the necessary documents including a completion certificate. On being asked to share a copy of the certificate, Shirke refused.

District collector Vikas Deshmukh later confirmed that he had only signed a partial completion certificate applicable to the playing area and the circular gallery for spectators. Five IPL matches were played in the facility, while eight are scheduled for this year. However, the question to be asked is, when certain areas of the arena do not have a completion certificate, should matches be organised here?

“We have not given any completion certificate for the terrace and other constructions they done in the stadium. The authority which looks after the stadium has the sole responsibility to ask for a completion certificate,” said a highly-placed official with the district town planning department.

What is a completion certificate?

This is a certificate, which is issued by the local civic body if the property is in the limits of the municipal corporation stating that the facility has been built as per sanctioned plans and is completed. However, when the property is out of the jurisdiction of the municipal corporation, where gram panchayats looks after the functioning of the village, the district collector has the direct authority to issue a completion certificate with the help of district town planning department.
