"The government has been consistently taking important decisions on various issues for the past 10 years, but the Parliament has barely functioned," Tewari said when asked about Opposition charges that there was 'policy paralysis' in the government.

Asked whether government was considering a ban on opinion polls, he said, “The issue is related to the Representation of the People Act and there was a proposal to amend this law.”

He also refused to reply to a question on Supreme Court's observations on the coal block allocation issue and the Attorney General's observations.
