New Delhi: In order to return to power in the three Municipal Corporations, the Congress has promised for several welfare schemes including face lifting of national capital in its poll manifesto.

Releasing the poll manifesto at Delhi Pradesh Congress Committee office, the Congress leaders said that Delhi will be free from water clogging problem. In order to avoid incidents of building collapse, approval would be given to online building plan after receiving the certificate from structural engineer.

Delhi Chief Minister Sheila Dikshit said, “Bhagidari scheme will be implemented in the municipal corporations. Lay out plan of unauthorized colonies will be presented soon so that regularization process can be expedited.”

In a move to woo rural voters in civic polls, promises like approval for division of small plots have been mentioned in the manifesto besides several welfare schemes for the poor.

The Congress manifesto includes development of old Delhi, free books to children with dress and medical insurance.

Several leaders including Delhi Chief Minister Sheila Dikshit, Congress treasurer Motilal Vora, Janardan Dwivedi, Delhi party in-charge Virendra Singh, Union Minister Ajay Maken, Krishna Tirath, Delhi Congress chief Jai Prakash Agarwal, West Delhi MP Mahabal Mishra, South Delhi MP Ramesh Kumar were present on the occasion.
