New Delhi: Taking lessons from previous tragedies of building collapses, the Municipal Corporation of Delhi (MCD) has issued new guidelines for the construction of basement and multi-storey structures.

The new circular has come into effect from Jan 2.

According to new MCD conditions, anyone required to construct a basement in the building has to maintain a distance of at least 2 meters with the adjacent building. Only after these guidelines are met that the MCD will grant permission for the construction of the building.

Till now the rules of Master Plan 2021 were in place for the basement constructions.

According to rules of Master Plan 2021, basement can be constructed on a plot which has a 15-feet wide road.

The provision for basement construction in Plan was given so that the basement area could be used for store or parking purpose.

But the new circular issued by the MCD violates the norms of Master Plan 2021.

According to MCD, the approval for new circular was given green signal by the Lt Governor’s office.

Now any basement construction will require a gap of 2-meters with an adjacent building. Also the builder is required to file an affidavit before the MCD authorities assuring them of the construction plan.

The city has seen several tragedies of building crash, including Lolita Park, Chandni Mahal and Uttam Nagar, that claimed the lives of many people.
