There ministerial groups were set up to take decisions on various matters before bringing them for the Cabinet's consideration. The ministries and the departments have now been empowered to take decisions pending with GoMs and EGoMs.

"This would expedite the process of decision making and usher in greater accountability in the system," an official statement from the Prime Minister's Office said.

"The ministries and departments will now process the issues pending before EGOMs and GOMs and take appropriate decision at the level of ministries and departments itself."

Despite both being an inter-ministerial panel headed by a senior Cabinet Minister, EGoMs and GoMs are technically different.  

An EGoM can take decision and then it can be consented by the Cabinet, while a GoM can recommend which then needs to be approved by the Cabinet.

Former Defence Minister AK Antony was heading most of the EGoMs. The panels were formed to take decisions on issues like corruption, inter-state water disputes, administrative reforms and gas and telecom pricing.
