Meanwhile sources said an emboldened NDA is considering calling a Special Session of the Parliament as part of a plan to pass the Constitutional Amendment Bill seeking to allow the introduction of a Goods and Services Tax (GST).

Over 50 bills are awaiting Parliament approval. According to PRS Legislative Research, other important pending bills include GST Bill (122nd Amendment Bill); Prevention of Corruption (Amendment) Bill, 2013 and Whistleblowers Protection (Amendment) Bill, 2015.

The bills like Companies (Amendment) Bill, 2014; Regional Rural Banks (Amendment) Bill, 2014 and Public Premises (Eviction of Unauthorised Occupants) Amendment Bill, 2014 have been passed in the Lower House, but are awaiting Upper House approval.

There are some bills like the Nuclear Safety Regulatory Authority Bill, 2011 which were introduced by the then UPA government but are yet to be passed by the Parliament.

PM Modi-led NDA government has a majority in the Lok Sabha, but it does not have the required number in Rajya Sabha, resulting in non-passage of many legislations. A bill has to be passed by both the Houses of Parliament to become an act.
