"We are still hopeful that the Rajya Sabha will function. It is true that there has been lot of loss; there are many important bills which are being stalled without any reason. The Congress is hampering development work for its private interest," Naqvi told reporters.

When asked to respond to the Congress allegation that the Centre was trying to destabilise the Arunachal Pradesh government, Naqvi said the former did not even have control of its own elected members.

"The matter of the Arunachal Pradesh Assembly is their internal matter, how come the Centre gets involved in it. There is a constitutional framework laid down for the state assemblies. Unfortunately, the Congress Party is not able to control its own elected members and levelling allegations against everybody," he added.

Congress President Sonia Gandhi led her party's march to Rashtrapati Bhawan alleging that the Arunachal Pradesh Governor is trying to topple the Congress government in the state and in the process attempting to violate the Constitution.
