The 13 absentees chose to send their representatives to attend the meeting. They had also sent the message that there is a lack of integration in the thinking of the UPA.

PM expresses concern over increasing communal violence

The meeting was called by the Prime Minister in the aftermath of communal violence in Muzaffarnagar that claimed 49 innocent lives.

Besides Modi and Banerjee, other Chief Minister who did not turn up for the meet was - Tamil Nadu Chief Minister J Jayalalithaa, Chhattisgarh Chief Minister Raman Singh, Punjab Chief Minister Parkash Singh Badal, Odisha Chief Minister Naveen Patnaik, Karnataka Chief Minister Siddaramaiah and Rajasthan Chief Minister Ashok Gehlot.
