"We always wanted a structured discussion between India and Pakistan. The kind of discussion initiated by the Prime Minister, and subsequently by casual way of approaching the issue without applying mind properly and also evolving a policy towards Pakistan," PC Chacko told reporters.

"That is why in the last one and a half years, every attempt made by the Modi government has miserably failed. More than that, Pakistan' policies are controlled by the Pakistan army," he added.

The Congress leader asserted that Pakistan's policies are being guided by the extremist military agenda, and therefore, India needs to be extremely cautious.

Another Congress leader, PL Punia stressed that the issue of terrorism must be taken on priority at the foreign secretary level talks between the two countries going to be held next month.
