New Delhi: In a bid to construct 20, 000 kilometer dual lane national highway in the next five years, the government has decided to bring new model of Engineering Procurement Contract (EPC). 

Currently, the EPC model used in the country is complicated as it requires bidding for different items and the projects exceed their given time period. Even there are chances of interference of high officials in the current EPC models.

According to the sources, Union minister of Road Transport and Highway and Vice President of Planning Commission Montek Singh Ahluwalia had discussed on the new model of EPC.

In a move to avoid forgery in the construction, the ministry wants the concerned construction company to look after the maintenance of highways for five years, as provided in the Pradhan Mantri Gram Sadak Yojana (PMGSY). However, the Planning Commission wants the same period to be merely two years.

As per the Planning Commission, five percent bonus should be given to the construction company if they complete the project before the given deadline. But the Road Ministry has disapproved the proposal saying it will have adverse affect on the quality of roads.

According to the sources, the consensus will be attained on the issue within a week. After that EPC draft will be sent to the cabinet for clearance.
