Ghaziabad: A local court on Saturday issued fresh non-bailable warrant against Nand Lal, father of Badi Payal - victim of Nithari killings. Additional Chief Judicial Magistrate (ACJM) Vishambhar Prashad issued the NBW for allegedly changing his statement in which he had earlier claimed that he was privy to bribe being paid to police by the accused businessman Moninder Singh Pandher.

The court also directed Ghaziabad SSP to arrest Nand Lal and produce him before it on April 25.

Earlier on April 25, 2007, Lal, before the then special judge Rama Jain had alleged that in his presence, the then Noida police circle officer received bribe from accused Pandher and police also recovered a saw from Pandher's house. On the basis of his statement, the police officer and Pandher were named as accused by the judge. Later, on July 6, 2007, Lal retracted his statement and accused Khalid Khan, advocate of victim Rimpa's father Anil Haldar, of pressurising him to give a false statement. The court on Saturday issued the NBW on a PIL filed by advocate Khalid Khan.

Taking serious note of Lal's statement, the judge then ordered to register a complaint against him.

Pandher and his domestic help Surender Koli were arrested in the case related to the rape and murder of 14-year-old Rimpa Haldar in February 2009. A total of 19 cases were filed in this connection. The CBI had filed chargesheets in 16 cases. Three cases were closed due to lack of evidences.

Pandher and Kohli were awarded capital punishment by the court, but later the Allahabad High Court acquitted Pandher.

The case is being now heard in the court of ACJM.
