The decision of the CBI to consider the CAG report on the NRHM scam while filing new cases in the incident is not satisfactory.  According to the report the period of scam from April 2005 to March 2011 involving Rs 5000 cr indicates that the corruption in NRHM had begun in Mulayam Singh regime and continued unabated till the BSP rule. The report also explains how rules and regulations were bent to carry out the scam. In order to keep all hurdles at bay the related decisions were made on the level of a single bureaucrat. Clearly the state government gave complete authority to the official on matters pertaining to the NRHM scam. Though the CBI claims that the CAG report will be extremely helpful to them in further investigation of the scam, can the government assure us that those people responsible for preventing corruption will also be brought to book as they have failed miserably in their duties? However, it clear that similar arrangements made in UP are being followed across the country to carry out large scale corruption.

The NRHM scam is not the first of its kind but many such incidents have come to light where huge amount of anomalies have been reported. Prior to this, corruption worth crores of rupees was reported in the CWG preparations but the government remained a mute spectator. More baffling is the 2G scam. In spite of knowing that the then Telecom Minister A Raja was responsible for the distribution of the spectrum, though the government did not accept the fact. Moreover, it was shocking to know that the Prime Minister had given a clean chit to Raja. There is no doubt that the culprits of the CWG and 2G scam are in the dock but this was only after public outrage and media pressure which compelled the government to take concrete steps. On the other hand the government introduced the Lokpal draft in the Parliament in its defense but failed miserably in its attempt to do so. No matter how tall claims are being made by the CBI, the truth remains there is a lack of proper system to keep a tab on the rampant corruption prevalent in the country.
