Bagchi, who is accorded the rank of a Cabinet Minister in the state with an annual salary of only Re 1, will begin his work with a visit to all the 30 districts of the state to get first-hand understanding of the initiative on the ground and submit his recommendations, officials said.

On the basis of these recommendations, a detailed programme will be worked out and OSDA will guide, implement, coordinate and oversee all skill development programmes in the state.

Bagchi, co-founder of IT services company Mindtree, will report directly to Chief Minister Naveen Patnaik, who had on April 29 in the Assembly announced his name as OSDA chief, officials said.

OSDA will bring convergence amongst skill development programmes across departments and create a momentum for thousands of young boys and girls of the state to receive skill training in a professional manner, sources said.

The Chief minister has expressed the hope that the skill development training will benefit families to secure better livelihood.
