"Launch of 'Bihar@2025' by Kumar is a political stunt which the EC should stop as model code is in action in view of election to 24 seats of state Legislative Council next month," Yadav told reporters.

Kumar on Tuesday launched a campaign to ensure public participation in policy-making and produce a vision document on development for the next 10 years.

The campaign is being showcased as Kumar's brainchild and considered as world's largest campaign for participatory agenda through massive engagement of citizens. It aims to reach out to four crore people residing in 40,000 villages in the state over the next eight to 10 weeks.     

"What was he (Kumar) doing all these 10 years...He was running government with the help of officials. Now when the Legislative Council election is scheduled on July 7 and Assembly elections in September-October, he is going to the people to prepare a vision document after seeking opinion from common man," said Yadav, who has turned a bitter critic of Lalu Prasad and Kumar after being shown the door in RJD.     

"Since it is influenced by thoughts of Kejriwal, 'Bihar@2025' will also remain only a vote-catching tool and nothing substantive would come on ground," he said.
